Translation of User Interface Into Multiple Languages

Current Limitations/Behavior:
The current user interface is only in English, which limits its usage in other cultures.
Add the ability to pull all of the system's user interface text from a resource file that can be translated into any UNICODE-supported language.
Place translation resource files on the web site as language packs.
Create a tool to allow Santus Software community members to create and contribute their own translations.
Administrators should be able to setup the Kiosk to allow users to be able to select their language of choice.
