Remote Shutdown

Current Limitations/Behavior:
Kiosks cannot be remotely shut-down

Kiosks should allow for network shutdown to either shut down the software or shutdown (or restart) both the kiosk and Windows.

Kiosks should report back to the network requester if it is in the middle of a copy/write operation.
