Shutdown Windows with Kiosk Shutdown

Change Existing Feature
Current Limitations/Behavior:
Shutting down the Kiosk does not have an option to shutdown Windows at the same time.
Kiosk should be configurable to have shut down either:
1. Shut down only the kiosk
2. Shut down Windows as well as the Kiosk
3. Shut down the kiosk and restart Windows
4. Prompt the Administrator
